MIL Capacity Building in Action
全球文明互鉴中的媒介与信息素养建设行动
“We All Play a Part — Media and Information Literacy for the People.” Global MIL Week 2026 theme
Why this action
In the age of generative AI, dialogue among civilizations faces a shared information challenge: fake heritage narratives, deepfakes, algorithmic polarization, and declining confidence in digital information.
Media and Information Literacy is the practical tool and foundational capability for sustainable cross-cultural engagement — the method that turns the Week’s call, “we all play a part,” into real capacity.
Four pillars of MIL capacity building
Guided by the UNESCO MIL framework of Access, Evaluate, Engage and Create, the action links civilizational dialogue with practical digital capacity.
Information integrity & verification
Equipping the public and media with verification and provenance skills to counter deepfakes and fabricated heritage narratives, and to uphold information authenticity.
Critical thinking & dialogue
Using MIL to move beyond algorithmic echo chambers and filter bubbles, fostering open-mindedness and mutual understanding across cultures.
Inclusive participation
“We All Play a Part”: enabling youth creators, educators and digital citizens to produce, evaluate and share high-quality, verified media.
Multi-stakeholder cooperation
Bringing together media, technology platforms, academia and policymakers to strengthen credible information across societies.
Three information pressures on mutual understanding
Information pollution
False cultural narratives, AI-generated pseudo-heritage content, and fabricated origins or transmission lineages circulate faster than reliable sources.
Credibility deficit
Public confidence in where information comes from continues to decline, weakening the ground on which cross-cultural understanding is built.
Civilizational gaps
Information asymmetry deepens misunderstanding between cultures, when verifiable, accessible storytelling could instead connect them.
The MIL four-capability framework, applied across civilizations
Media and Information Literacy is practiced as four connected capabilities — the method running through the Beijing sessions, the Guangzhou workshop and the online campaign.
Access
How do people find trustworthy information about living cultures, and what role does credible provenance play?
Evaluate
How do we distinguish authentic origins and real transmission from false claims and AI-shaped narratives?
Engage
How can practitioners, communities and media tell verifiable stories and take part responsibly in public conversation?
Create
How does the public become a creator and guardian of credible information — not only its reader?
